The Senate


The Senate is one of the central bodies at Europa-Universität Flensburg and plays a decisive role in shaping the university. Whether it is the election of the Executive Board, fundamental questions on university development or decisions on research, teaching and studies – the Senate makes important groundbreaking decisions. Its tasks and composition are regulated in the Schleswig-Holstein Higher Education Act (§21 HSG).

Composition of the Senate

The Senate is made up of a total of 25 members who are elected by the various status groups at the university. The distribution is determined by law:

• 13 University lecturers

• 4 Employees of the scientific service

• 4 employees from technology and administration

• 4 Students

While university employees are elected for two years, students elect their representatives for one year. All elected members have the right to vote in the decisions of the Senate

Responsibilities of the Senate

The Senate has far-reaching powers and plays an active role in shaping the strategic development of the university. Its tasks include, among others:

  • Adoption of the university constitution
  • Advice and decision on research priorities
  • Participation in the establishment, modification or discontinuation of study programs
  • Resolutions on the university’s structure and development plan
  • Determination of the principles for the distribution of financial and material resources
  • Statements on staffing at the university

The meetings of the Senate are open to the public and usually take place once a month during the lecture period.

AStA Executive Committee in the Senate

In addition to the directly elected student senators, the AStA Chair also has the right to attend, propose motions and speak in the Senate, including in the non-public part.
The AStA Chair has a separate agenda item “Report of the AStA Executive Board” at each meeting, after the reports of the Senate Chair, the University Executive Board and the Conventions.

The extended Senate of the Europa-Universität Flensburg

In addition to the regular Senate, there has been an Extended Senate since 2016, which consists of 48 senators. The representatives are drawn from the member groups of university lecturers (16 members), academic staff (eight members), non-academic staff (eight members) and students (16 members). This committee also has important tasks in university organization and decision-making. These responsibilities are also regulated in the Schleswig-Holstein Higher Education Act (§20 HSG).
Its tasks include commenting on the university’s annual report and electing the Equal Opportunities and Diversity Officer.
